Just guessing here, but people also likely walk less when it’s really cold and snowing, or there is snow on the ground.
Ultimately, they assert that people walk less due to high temperatures, and this affects BIPOC more due to systemic racism. Read the link for that. (But what about cold, snowy weather?)
Surprisingly, they found that in the arid, hot, dry, deserts of the west, temperatures are warmer:
