As others have proposed, we need to assign a globally unique digital ID to every person on the planet, and use that IT to ration carbon emission allowances to each individual – It’s Just Science.

Rich people like Bill Gates and Michael Bloomberg and Taylor Swift can continue to emit planetary sized emissions because they can afford the carbon credits. But you, sorry. You must be confined to your “15 minute” radius, limited to walking or riding your bike.
