For privacy reasons, this is a good idea:

Google will soon store Maps users’ location history locally on their devices instead of in the cloud, a big change that will make it more difficult for law enforcement to access the data.

Google will update Maps to prevent authorities from accessing location history data – The Verge

Even though Android has an option to not save Location data, Google has gone ahead and saved it anyway. Location data can be used by law enforcement and can be used to identify others who may have been near a suspect they are tracking. Literally, you walk down the street past someone under surveillance and via your phone’s tracking, you are now marked as someone that needs to be investigated. This change by Google would mean that police would no longer have access to Google cloud location data – because that location data would no longer exist.

Users will have an option, at their discretion, to store their location data in the cloud, if they wish.
