The International Council on Clean Transportation proposes your second flight in a year should have a $9 per person tax, and the per flight tax should rise to $177 for your 20th flight in a year. Note – a round trip could count for multiple flights (including multiple takeoffs and landings in multiple leg journeys) in their counting so you might reach high tax rates on your first trip.

This would reduce flying by discouraging the non-rich/less wealthy from having the same access to the air transport system that the wealthy would continue to have. Flying should only be for the wealthy and the elite.
