This seems like a good summary of Putin’s speech:

As I do not speak Russian, I cannot verify the summary but it is nearly the same as this media summary here. The same author, in a later thread, explains that much of what Putin said is provably a lie.

Putin’s goal might be summarized as “Make Russia Great Again”, with the pitfalls that go along with that.

Related: Regarding the explosions on the Nord Stream undersea gas pipeline – they might not have been sabotaged, per one theory. The pipes may have ruptured due to their having been shut down and not properly maintained by internal cleaning systems – because the shutdown may have harmed maintenance systems leading to a “plug” that created a pressure rupture.

This theory makes sense. It is not clear why Russia would sabotage its own pipeline through which it delivers gas to Europe, generating revenue – particularly when the country needs the money. Similarly, it makes little sense for the customers to sabotage the pipeline when they are facing gas shortages. The simplest explanation would be pipeline ruptures related to shutdowns and maintenance issues.
