In the time it will take Portland to build this new plant,, the US could have won WW2 at least twice, if not three times. Once upon a time, the US was a nation that could do stuff. Not any more. It seems to be nonsensical graft, corruption and incompetence, buried under bureaucracy and regulations. No one cares.
They don’t need separate “oversight” boards and managers – they need a management structure with competent management whose personal incentives are aligned with tax and ratepayers – you know, the “principal – agent” problem that exists in all businesses and is solved with effective management policies that align incentives and interests.
