California in-state tuition program for Mexican students begins (msn.com)

It allows students from Mexico who live within 45 miles south of the border to attend community colleges in San Diego and Imperial counties while paying in-state California tuition.

Students who qualify for the program would pay $46 per unit instead of the $6,000 they would normally pay per year in international student fees.

The intent seems to be to permit undocumented (previously codified in law as “illegal aliens”) who have completed some years of public schooling in California, to attend public colleges as any other California resident: California colleges agree on how to interpret in-state tuition law for undocumented students – capradio.org

That goal seems reasonable – if you and your family have been in California for many years, probably paying taxes too – then you deserve access to in-state services.

It does present an oddity, however: such students can presumably pay in-state tuition in California, as well as having the option to attend college in their original country and pay “in-state tuition” from that country. In other words, they now have more options than a U.S. citizen – to obtain in-state fees in two separate “states” (so to speak).

Does Mexico have a reciprocal program for U.S. citizens to study at Mexico colleges and universities and pay similar “in-state” (Mexico) tuition?
