Portland wants to turn existing Interstate highways around Portland, paid for by Federal taxpayers, into toll roads. They are not building new roads but putting a tax on roads that the taxpayers already paid for.

This is different than, say, borrowing money to build a bridge, and then putting a toll on the bridge to pay off the loan and construction costs.

Oregon proposes to eventually tax all travel by the mile, everywhere in the state.

In the future, only the wealthy will have freedom of travel.
