The response is to blame social media misinformation and “patient confusion” (people are stupid?):

2% of kids and 7% of adults have gotten the new COVID shots, US data show | The Seattle Times

Few people trust public health, the CDC, the FDA and celebrity epidemiologists on social media.

The problem is not “patient confusion” – the problem is a loss of trust in public health. And that is the problem that needs to be addressed – but instead, they revert to “telling” instead of listening.

With the low take up rate for the next Covid vaccine, the public is sending a message to public health – but public health refuses to listen. If they hope to restore trust, they must start listening – but here we are and they still refuse to listen.
