Portland’s problems are not just Oregon’s 1.39 fertility rate – but extend to high crime rates, drug problems, homeless houseless living in tents all over the city, a very high downtown business office vacancy rate with businesses not returning and some leaving (Portland’s only REI is closing, as are two Walmart stores).
