This is probably true:
Some countries have announced plans to implement blackouts during parts of the winter months. Typical cell towers are battery backed up – but only for a few hours at most. Most are not set up to be unpowered for long periods of time. (Some sites in some parts of the U.S. now have generator backups to keep them running in the event of longer disasters such as earthquakes or hurricanes.)
