It’s called transfer payments:

A transfer payment is a payment from the government, to you, with no corresponding product or service delivered at the time of payment. Basically, “free money”. There are communities where 20-25% of local “income” is from transfer payments.

These payments may include medical and disability benefits, unemployment checks, government retirement programs, food access programs, housing subsidies, and many other government programs. I presume that tax credits, such as those for EVs and solar panels are considered transfer payments.

When one quarter of local income is in the form of transfer payments, we already seem to have a universal basic income program in effect.
