Contrary to the media noise, it is very hard for Americans to move to Norway.
As of March 2023, just 10,000 Americans live in Norway.
The primary ways to move there are either employment (someone hires your for your specialized skills), or via family connections (basically, marriage), or you study abroad there (see below. as this option has just seen a significant change).

In fact, it is one of the most difficult countries for Americans to emigrate to – ranking 52 out of 53 countries. Only New Zealand is tougher.
I point this out because of the near daily media nonsense stories that imply anyone in the U.S. can easily move abroad whenever they want. This is not true but these stories are a staple of the media content mills promoting disinformation.
Study Abroad in Norway?
Until recently, foreign students, including Americans, could study abroad in Norway with free tuition.
As of mid-2023, the Norwegian Parliament ended free tuition for foreign students who are not part of the European Economic Area. Before then, Americans could study graduate degrees in Norway, for free: Parliament votes to end free tuition for non-EU students (universityworldnews.com)

Iceland might be the only country still offering free tuition to Americans.)
