Do we need to end “free museum admission” and free admission to other cultural attractions?

Should visitors be charged fees ranging from free to $$$ depending on how close they live to the attraction? In Britain, locals have free admission to walk on the Brighton Pier, but those from outside the area must pay admission.
Visitor fees, taxes – and sometimes calling them “environmental and conservation assessments” are a growing trend. Some are intended to limit the number of visitors while some are, well, intended to make more money for the local government.
New Zealand, Hawaii, Britain, Venice, Amsterdam, etc, have all begun increasing taxes and fees on travelers.
