The program appears to be open to all Black Americans, who move to Ghana – and probably offer some economic benefit to Ghana (such as starting a local business). Black Americans who qualify are eligible for dual citizenship – or dual residency – in Ghana and the U.S. Both options appear to be available – residency or citizenship.
Some other countries in Africa have similar programs for eligible Black Americans.
