Your local zoning board does not have the subject matter expertise to evaluate a cellular tower – that’s what the FCC does. This is why each agency has a limited domain – limited to their subject area. Imagine if the USDA ordered you to wear a mask while flying on airliners – how would that make sense? The USDA has no subject matter expertise for that and no authority to regulate mask wearing on airliners.
