Some wildland fires in the area have been started at the sites of &#8220;homeless encampments&#8221;.<\/p>\n\n\n\n<p>Recently, we had another large fire &#8211; 23,000 acres. It&#8217;s an &#8220;off-the-grid neighborhood&#8221; who &#8220;may not have access to water, they may not have electrical utilities&#8221;&#8230;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Chang said Jefferson County officials have described the land where the fire started as \u201csort of an off-the-grid neighborhood.
